Two wind farms with combined capacity of 402.6 MW planned for Sinjajevina

Two wind farms are set to be built in Sinjajevina, with a total capacity of around 402.6 MW. This can be seen in the requests submitted to the Environmental Protection Agency by investors for the approval of the Environmental Impact Assessment (EIA) reports.

Energy 2, a company planning the Sinjajevina-Part I wind farm, aims to construct it in the Lipovska Bistrica area, located in the municipality of Kolašin. The planned energy facility will cover an area of approximately 279 hectares, with 17 wind turbines installed, generating a total of 112.20 MW. The estimated annual net production is 391,654 GWh.

At the end of 2023, the Government issued urban planning and technical conditions for this project. Earlier, the Ministry of Finance announced a tender for leasing over 1.5 million square meters of land in Lipovska Bistrica, in Kolašin, for the construction of a wind farm. As specified, the land will be leased for 30 years for the purposes of designing, constructing, operating, and maintaining a wind farm with turbines generating up to 7 kW per turbine, at an annual lease price starting at €539,000.

Previously, the Government announced that Energy 2 from Podgorica recognized the potential of this land and submitted a request to the Ministry of Finance in March for a long-term land lease in the municipalities of Mojkovac and Kolašin to invest in the construction of the Sinjajevina-Part I wind farm.

The second investment is being planned by the Podgorica-based company N1, which has also sought an environmental permit from the Agency for the construction of the Sinjajevina-Part II wind farm. This project will be located on multiple plots of land belonging to the municipalities of Kolašin and Šavnik.

According to the submitted documents, the Sinjajevina-Part II wind farm will be built in the cadastral areas of Krnja Jela, Boan, and Timar. The project’s designer believes that there is significant wind energy potential in the area, and the investor plans to build a wind farm complex consisting of 44 turbines, each with a capacity of 6.6 MW. The total capacity of this energy facility will be 290.4 MW, with an estimated total annual net production of 944,074 GWh.

The Government also issued urban planning and technical conditions for this project last year, and it was noted that the investment is backed by the companies N1, Sistem-MNE, and PerMonte.

Additionally, in February of the previous year, the Ministry of Spatial Planning, Urbanism, and State Property issued a call for leasing over 2 million square meters of land for the construction of a wind farm. The land is being leased for 30 years for the design, construction, operation, and maintenance of a wind farm with a minimum installed capacity of 6.6 MW per turbine. The starting annual lease price was set at €569,500.

Later, it was revealed that a lease agreement was signed with a consortium of companies—N1, Sistem-MNE, and PerMonte—which was the sole bidder and the only one to purchase the tender documentation.
