New luxury residential-tourism complex planned in Kotor’s Kavac area
, NewsThe company API from Kotor plans to build a luxury residential-tourism complex in the Kavac neighborhood of Kotor, which will include a hotel with a heated pool and five residential buildings. The project has been submitted for environmental impact assessment by the investor to the Environmental Protection Agency.
The Ministry of Spatial Planning, Urbanism and State Property has issued urban-technical conditions for the project, and approval has been granted for the conceptual design prepared by the Podgorica-based studio, Grad.
The planned development, called Royal Town Kotor, will consist of five residential buildings (labeled A, B, C, D, and E), with a tourist-apartment block (Building F) featuring an outdoor pool and recreational facilities. Each building is designed with three floors, and Buildings A, C and F will include underground garages. The residential units will have various layouts, with all buildings offering terraces and views to the south, southeast and southwest. Some apartments in the hotel complex will also have views of the bay.
Building A will consist of 10 apartments: one one-bedroom, six one-and-a-half-bedroom, two two-bedroom, and one two-and-a-half-bedroom.
Building B will have 12 apartments: nine one-and-a-half-bedroom and three two-bedroom.
Building C will include eight apartments: six one-and-a-half-bedroom and one one-bedroom.
Building D will have nine studio apartments.
Building E will contain the most units, with 18 apartments in total, including 15 studios and three one-bedroom apartments.
The hotel-apartment block will include 36 studio apartments. An outdoor pool is planned for the hotel area. The design also ensures accessibility for people with disabilities, with ramps, appropriately sized elevators, and internal spaces designed for easy movement.
The development will feature a total of 90 parking spaces, with 42 above ground and 48 in underground garages. The entrance to the complex will include a porter’s lodge.
Jovana Srdić, Sales Director at Royal Blue Resort & Residences, recently shared details about the project, emphasizing that Royal Town will be a luxury complex offering all necessary amenities for a comfortable stay. The hotel will stand out with its large number of facilities, including a heated pool, making it unique in the region and providing guests with the perfect relaxation experience.
Construction is expected to start early next year, with completion projected for 2027. Srdić also mentioned the Royal Collection project in Kumbor, expected to open in 2026 and confirmed that negotiations are underway with several renowned international hotel brands for these developments.
